Allen stopped without the ball completely leaving the end zone. At first glance, it was a sure thing.

The referees gave the ball to the Bills at one. That’s because Allen was considered to have surrendered when he fell, according to the NFL.
The fair question is whether he really delivered. He ran away from the pressure and fell. He didn’t kneel. It didn’t slip. He went down untouched and arrived at halftime with part of the ball in the end zone. Arguably it should have been insurance.
