In a historic move to boost business efficiency and investment attractiveness, the Dubai Free Zone Council has officially launched the “Single Free Zone Passport”, a unified licensing system that allows companies to operate in all participating free zones under a single business license.

The initiative was approved by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Council, and reflects Dubai’s continued drive to streamline business regulations and improve its competitiveness as a global business hub.

A unified framework for cross-zone operations

With more than 30 active free zones across Dubai, each of which historically required separate legal entities, capital structures and facility leases, the new passport simplifies operations for companies looking to expand across zones. Under the new framework, a company licensed in one zone can now conduct business in any other participating zone without needing to establish a separate branch or subsidiary.

Key benefits include:

  • Without the need for multiple legal entities or increases in share capital

  • No duplication of leases

  • Simplified compliance and annual renewal through home zone authority

The system is fully digitalized. A single-window online platform has been introduced to manage all applications, fee payments and issuance of e-licences, with a processing time of five working days.

Integration between zones supported by the main free zone authorities

All major free zone jurisdictions, including Dubai Multi Commodities Center (DMCC), Jebel Ali Free Zone (JAFZA), Dubai Silicon Oasis (DSO) and Dubai International Financial Center (DIFC), have agreed to adopt unified compliance protocols and due diligence standards. This harmonization ensures consistency between zones and reduces the administrative burden for companies with operations in multiple jurisdictions.

Participating companies will be required to renew their passport annually with their license-free zone, which will act as a coordinating authority and maintain data integration with other zones and relevant federal registries through API-driven platforms.

Strategic alignment with the Dubai Economic Agenda D33

The launch of the “One Freezone Passport” is directly aligned with the objectives of the D33 Dubai Economic Agenda, which aims to double the emirate’s GDP by 2033 and attract new investments in high-growth sectors, including logistics, advanced manufacturing and technology.

Officials reported that more than 500 companies participated in the pilot phase of the program earlier this year, with strong demand from multinational corporations and regional headquarters seeking operational flexibility.

Formal applications for One Freezone Passport opened on 1 August 2025 and are expected to accelerate Dubai’s appeal as a unified business ecosystem, offering seamless expansion potential across multiple sectors and jurisdictions, all under a single licence.
