Across the country, authorities reported nearly 100 civilian casualties during this period.
The most serious consequences occurred in the city of kyiv, where on December 27 a large-scale attack killed and injured several people. Energy installations, residential buildings, a preschool school, a university residence, civilian vehicles, shops and other civilian premises were damaged.
No heating in winter
OCHA cited an energy company as reporting that more than a million homes in and around kyiv were left without power after the attacks. The water supply was interrupted and approximately a third of the capital’s population was left without heat in the middle of winter.
The same wave of attacks affected the Chernihiv, Dnipro, Donetsk, Kharkiv, Kherson, Sumy and Odessa regions, causing more casualties and damage to homes, educational facilities and infrastructure.
Since then, electricity has been restored to almost 750,000 homes in Kyiv and almost 350,000 homes throughout the surrounding Kyivska region. However, heating and electricity remain interrupted by scheduled and emergency power outages.
Humanitarian partners have set up tents where residents can seek shelter, receive food, charge mobile phones and access basic assistance.
Essential services threatened
The strikes come amid continued pressure on essential services. Ukraine accounted for about 42 percent of all healthcare attacks recorded globally in 2025, according to the World Health Organization (WHO).
Of the more than 1,000 attacks on healthcare facilities worldwide this year, 561 occurred in Ukraine, resulting in 19 deaths and 201 injuries.
Over the weekend, another health facility was damaged in an attack on the town of Izmail in the Odessa region, underscoring the ongoing risks to civilians and medical services as winter conditions intensify.
