Washington (Reuters): With the United States government eight days since its 15th partial closure since 1981, Washington has been in a family territory with an important difference: the administration of President Donald Trump has not widely shared his plans for what functions they will cease and what will continue if Congress does not act.
The Office of Administration and Budget this year asked the federal agencies to update their contingency plans on how they will operate if the financing is exhausted when the fiscal year ends on September 30. In the past functions of closures, such as air traffic control and the application of the law have continued, while financial regulators have surpassed the vast majority of their staff.
Those plans were often shared weeks in advance with previous stops. But until Monday, current versions have not been widely shared with the Congress or the public website and the White House dedicated to those plans was blank.
The White House and the OMB did not respond when asked if these plans will be published publicly or if the closing plans differ from the previous years.
“The closures create a lot of uncertainty for federal workers and local economies,” said Rachel Snyderman, managing director of Economic Policy at the Bipartisan Policies Center, and added that these closing plans provide information about who appears to work with or without paying, and who is baffled.
“There is no substitute for how the government would operate at a closure without the visibility provided by these plans,” said Snyderman, who served in OMB as a member of the career staff in several administrations.
The House of Representatives led by Republicans approved a Stopgap financing bill last week to extend the funds until November 21, but failed in the Senate where Republicans have 53 of the 100 seats. Republicans blame the Democrats for maintaining financing due to their opposition to the president, while Democrats argue that health problems must be addressed in this financing bill.
Both cameras are outside this week with the Senate not to return to Washington until September 29.
Demand for plans
These plans also report Congress how the Executive Branch will follow the Antideficity Law, a law of 1884 that prevents the federal government from spending money without funds to be approved.

Government closures impact federal agencies financed through discretionary spending and mostly do not affect government functions with mandatory spending, such as social security payments, Medicare health programs and interest payments on the nation’s debt, which collectively represent approximately three quarters of the federal budget of approximately $ 7 billion of $ 7.

Three attendees of the Senate Committee said they have been informed by some agencies in their jurisdiction that these contingency plans were presented to OMB for approval and that logistics was similar to plans under previous administrations, while other agencies have not provided any update.
The last closure of the Government was during Trump’s first mandate, which covers 34 days from the end of December 2018 to January 2019, and certain decisions of the Trump administration to spend money for the National Parks Service and in Food Assistance Programs in the Department of Agriculture were violated the law, according to the Government’s Responsibility Office, a non -partisan guard funded by Congress.
