The American senator Mark Kelly has presented a white paper entitled “AI for America” that establishes a plan to avoid interruptions in the labor market and energy and water supplies while building public trust.
Kelly appeared virtually in a discussion at the Arizona State University Panel in Tempe on Friday to explain the proposal, along with other experts.
“Every time we have had a great innovation, whether building the first electrical networks or sending people to the moon or at the beginning of the Internet, in our country we tend to put people first. And the AI should not be different,” Kelly said.
“But I think there is also a lot of risk here. We could end up leaving people without a clear path to a well -paid job. And in addition, the infrastructure we need to support these AI data centers will put true pressure on public service companies.”
Kelly proposes that the AI technology industry pay in a “AI horizon fund” that would pay the training of workforce and energy and energy infrastructure investments.
“If companies are going to earn billions of dollars that build these AI tools, and they will use the US infrastructure to do this and use American talent and American innovation, then it makes sense to help strengthen the bases that made all this possible in the first place,” he said.
The president of Asu, Michael Crow, who moderated the discussion, said that the new technology, even writing and printing presses, has always been greatly harmful. But AI is different.
“The AI is, for the first time, in this type of technologies, both disruptive and enabling,” Crow said. “The tool itself can be incredibly harmful to work and work and all kinds of other things, such as learning, but also at the same time, it is a tool that can empower learning, train workers to do new things, who move in new addresses. The tool itself has a double existence.
“How do we use this tool in the most constructive way?”
Julie Su, a senior member of the Century Foundation and former Secretary of Labor of the United States in the Biden Administration, said the first question should be: “How will life improve for workers?”
His said that in other technological innovations, such as the assembly line, workers were part of the discussion, which resulted in protections such as the minimum wage and 40 -hour work week.
“It was not only innovation what happened. It was that we developed a structure around them to be able to innovate and protect working people,” he said.
Jason Goldman, who was the first digital director of the White House during the Obama administration, previously worked on Google and Twitter and said that technology companies do not naturally think of the social implications of their inventions.
“My experience working within Silicon Valley is when you are at the beginning of a boom like this, there is a zeal in the sense that you think this technology will build a better future. You think it will be good for people,” he said. “There is a fever, and encourages him to consider the problems that arise as errors in the system that can be dealt with later instead of characteristics that he did not want to happen.”
Kelly said that while technology companies cannot predict all results, they can contribute to the fund AI Horizon to pay the training of the workforce in universities such as Asu, in addition to community colleges and unions.
“Of course, there will be a work interruption, but AI also provides the opportunity to create new jobs,” he said.
“When there are new opportunities, we have to have training programs instead and someone has to pay for that. And I don’t think they should be behind the American taxpayer to pay the entire invoice.”
Crow said that people want dignity work that contribute to society, and universal and life learning can keep them connected to that.
“So that throughout your life you can access what you need to be able to adapt to the accelerated rhythm of technological change,” he said.
In addition, the AI Horizon fund would help pay the water and energy infrastructure improvements necessary to build all data centers that feed the AI.
He said that he likes the framework AI for America says that companies cannot think about the return on investment.
“These data centers need things that are traditionally considered public goods. Therefore, is the question why public goods should be completely altered by the needs of private companies without private companies having to play a more important role in the satisfaction that is needed?” She said.
And AI can help solve the problems it creates, Goldman said.
“If you are going to create a system in which there will be this tremendous energy demand, the system you are building should help us to make it possible,” he said.
“We should be able to encourage the results we want instead of resolving abstract problems.”
