Oshkosh: This time they are business owners who face potential property tax increases.
A year after the owners were beaten with an increase in taxes, more than 2,000 commercial lots of Oshkosh could face a similar destination, with a recent evaluation that resulted in an average increase of 22% of the values of commercial properties.
The interim evaluator of the city of Oshkosh, Dean Peters, confirmed that 2,074 commercial properties received notices of their modified property values after the revaluation gaffe last year.

Why did Oshkosh do another property revaluation?
An external company evaluated the commercial properties of the city in which the Department of Income determined that it was only 85% of its total market value.
Before last year, Oshkosh last made a property evaluation in 2017, which led to the combined evaluated value of the residential properties that jump by 53%.
The state law prohibits the use of old values after a revaluation, which forces owners to assume an inequitable part of the tax cake.
“Of course, there is always concern from the commercial point of view in wanting Oshkosh to be competitive from a fiscal perspective, but the key here is that this is a fair process and nothing tells me that this recent revaluation is not fair and equitable,” said the CEO and president of Oshkosh, Rob Kleman, to Northwestern.
“We have not yet had news of our members and this does not necessarily mean that everyone’s taxes are rising. This is the general redistribution of the fiscal evaluation of all properties.”
According to Peters, most households did not receive notices of an evaluation change considering that last year’s values considered that last year’s values met 101% of the estimated full market value.
Only 947 residential properties received notices, with an average nominal increase of 0.8%.
“If he did not receive a warning, then its evaluated value did not change this year,” Peters explained to the northwest.
“Our approach to the revaluation was in commercial properties because 85% was not acceptable to the State.”

How are property taxes calculated?
The increase in the values of the properties do not necessarily spend the fatality for the business owners, with property taxes that depend largely on the mill rate established in the next city budget.
Property taxes are determined by dividing a property value evaluated by 1,000 and then multiplying that figure by the mill rate.
Last year, the City Council reduced the factory rate at $ 8.14 and reduced the general tax by 1.17% to $ 47 million by transferring $ 3.6 million from the General Fund to soften the impact created by the increase in the increase in properties values.
It remains to be seen how the mill rate will see next year, since Oshkosh has not published future budget projects.
The administrator of the city of Oshkosh, Rebecca Grill, refused to comment on the next budget.
But Peters said that the increase in commercial properties values resulted in the projected $ 350 million to be added to the general tax base.
“The factory rate could decrease because there is more tax base to absorb the tax, but we want people to understand the update of revaluations for market conditions and do not directly affect tax levies,” Peters said.
“We certainly do not know with certainty that the tax rate will decrease because other factors are involved, but the basic concept is that revaluations do not cause an increase in tax collection.”
How did the city approach the situation of the property tax?
Oshkosh has been trying to address its excessive dependence on property taxes to finance the government, after having requested the Wisconsin legislature to allow municipalities to impose a 0.5% sales tax on the counties that currently do not have one. Winnebago County is one of the two counties in the state that has not raised said sales tax.
The Council also pressed the State to completely finance the payment of municipal services so that cities such as Oshkosh will not be forced to subsidize services to state facilities such as UW-OSHKOSH and Oshkosh’s correctional institution.
Oshkosh is now scheduled to receive additional $ 383,654 after the Wisconsin legislature agreed to add $ 7 million to the annual MSP account by 2026 and 2027 to increase the state financing of the program from 37.6% to 51.8%.
Common Council also approved a resolution that will cause Oshkosh to perform property evaluations every five years to avoid repetition of last year’s increase in combined residential properties.
What about the school district and county budgets?
The School District of the Oshkosh area of the tax bill will probably decrease after the district reduced the factory rate from $ 7.90 to $ 7.86 in its recent budget.
OASD increased its fiscal tax by 3.27%, while the proposed Winnebago county budget will probably result in an increase in property taxes.
