The report, Changing paradigms: united to deliverDescribe the possible adjustments in how the UN is structured, how its entities collaborate and how it works. It is the third important result of the initiative, after previous reports on efficiency measures and on the revision of mandate implementation. Issued just before the high -level week of the General Assembly, the document is intended to inform the deliberations of the Member States.
“This is a job in progress,” says Guterres in the preface. “We hope to work with the Member States, as owners of the process, to carry out our common ambition: a United Nations system that is more consistent, more effective and better equipped to serve the peoples.”
Main focus areas
The proposals address the three pillars of UN work (peace and security, sustainable development and human rights), as well as humanitarian action, ways to strengthen the collaboration of pillars and facilitators of the entire system. It requires less silos, less duplication and more effective collaboration, noting that the UN system, built for more than 80 years, must adapt to today’s much more complex challenges.
- In Peace and securityThe report proposes to consolidate offices and leadership layers, establish centers of excellence for the consolidation of peace and for women, peace and security, and the preparation of more thin and integrated peace operations.
- TO New humanitarian compact It is proposed to rationalize planning, integrate global supply chains, expand common back-effect services and strengthen humanitarian diplomacy, with the aim of serving more than 100 million people more quickly and effective.
- In Sustainable developmentThe Secretary General recommends evaluating the potential fuses of the agencies, grouping the experience through new joint knowledge centers and reconfiguring regional operations and country level for greater impact.
- In Human RightsThe report proposes to create a UN Human Rights Group, led by the High Commissioner, to coordinate the action throughout the system and reduce duplication.
- Between System habilitatorsThe report highlights the creation of a UN Commons system system, a technology accelerator platform, unified back-effect services, simplified training and research, and reforms to strengthen the grouping and central financing.
Next steps
Several proposals in the report are within the secretary of the Secretary General and can advance without delay. The majority, however, rest with the Member States. Mr. Guterres has been invited by the President of the General Assembly to inform about the report on October 15, 2025.
